Before a business case gets finalized, someone has to ask the uncomfortable question: do we actually have the skills, tools, and capacity to execute this, or are we assuming we'll acquire them along the way? This checklist forces that honesty — a checked box means the capability exists today, not that it's plausible. Each identified gap gets classified by severity and requires a real mitigation plan, owner, and timeline before the GO/NO-GO recommendation is made.
